City Manager
The City of Yucaipa operates under the council-manager form of government, in which an elected City Council serves as the City’s legislative body and appoints a City Manager to perform the executive function. This system of local government combines the strong political leadership of elected officials with the professional managerial experience of an appointed City Manager. Over 90% of California’s 483 municipalities operate under the council-manager form of government.
The City Manager is the Chief Executive Officer of the City. As the City’s administrative head, he or she is employed by, and answers directly to, the City Council. The City Manager is responsible for the efficient operation of all City departments and functions and serves as an advisor to the City Council on policy matters, provides professional leadership in administering and executing the objectives and policies of the City Council. The City Manager appoints and leads all City staff, develops and recommends solutions to community matters for Council consideration, oversees preparation of the City’s annual budget, develops and plans new and innovative programs to address future community needs, and promotes trust in local government by striving to provide exceptional and transparent customer service.
The City Manager also serves as City Treasurer and as Executive Director of the Successor Agency to the former Yucaipa Redevelopment Agency and the Yucaipa Housing Authority. The City Manager represents the City on the Technical Advisory Committee of the San Bernardino County Transportation Authority/Council of Governments and the City Managers Department of the League of California Cities.

In May, the City of Yucaipa launched a community survey to gather public input in the recruitment of its next City Manager. The survey asked residents to weigh in on key issues such as management style, public engagement, fiscal approach, and familiarity with Yucaipa and the surrounding region.
