City Commissions & Committees
City commissions and committees are instrumental in advising, representing diverse voices, and contributing to informed decision-making in the furtherance of established City goals.
The City of Yucaipa offers a number of volunteer opportunities for community members that range widely in scope from the Healthy Yucaipa Committee to the Vector Control Committee. Community members interested in appointment to a City commission or committee are encouraged to complete a Citizen Service Application and return the form to the General Services/City Clerk Department.
Except as otherwise provided in Exhibit B of the Rules of Procedure (Resolution No. 2025-01) below, members are appointed by majority vote and serve at the will of the City Council. Each member appointed shall serve a term of two years, except as otherwise provided, consistent with the General Municipal Election. As detailed in the Rules of Procedure, appointed members shall pursue the public’s interest with accountability and transparency; serving professionally with competence, efficiency, and objectivity; acting ethically so as to uphold the public trust; and demonstrating respect, equity, and fairness in dealings with the public and fellow public servants.

Economic Development Advisory Committee
Staff Liaison: Fermin Preciado, Director of Development Services/City Engineer
About
The Economic Development Advisory Committee’s (EDAC) aims to foster sustainable economic growth, enhance the local business environment, and improve the overall quality of life for residents by providing recommendations, strategies, and support to the City’s economic development initiatives. The Committee shall act in an advisory capacity to the City Council in the development of policies, programs, and initiatives related to economic development.
Meetings are held on a quarterly basis.
Membership
The Committee consists of eight (8) members:
- One (1) member from the Chamber of Commerce
- One (1) member from the Board of Realtors
- One (1) member from Crafton Hills College
- One (1) member from the Yucaipa-Calimesa Joint Unified School District
- One (1) member from a Financial Institution
- One (1) local developer
- Two (2) at-large members who must own or represent a business located in Yucaipa, or in an unincorporated county area adjacent to City boundaries, and must not represent a business from one of the above-mentioned organizations/categories, and in addition, the Council may appoint one (1) non-voting councilmember to serve as a liaison to this committee.
Term
Each Committee member’s term (at-large Councilmember appointments) shall run consistent with the general municipal election and shall be for two (2) years from January 1 to January 1.
Healthy Yucaipa Committee
Staff Liaison: Megan Wolfe, Director of Community Services
About
The goal of the Healthy Yucaipa Committee is to promote community health and improve the quality of life for Yucaipa residents. The Committee shall act in an advisory capacity to the City Council in policy matters pertaining to the Healthy Yucaipa Committee and assist the Youth Advisory Committee in promoting healthy guidelines and choices for youth.
Regular meetings are held on the 3rd Monday of each month at 6:00 p.m.
Membership
The Committee shall consist of nine (9) members:
- Two (2) non-voting members of the City Council
- Seven (7) members shall be appointed by the City Council. Each member of the City Council may nominate at least one (1) person for membership.
The Committee shall have the option to recommend a tenth member for appointment by the City Council as a non-voting youth member.
Term
Each Committee member’s terms shall run consistent with the general municipal election and shall be for two (2) years from January 1 to January 1.
Measure S Citizen Oversight Committee
Staff Liaison: TDB
About
The Measure S Citizen Oversight Committee was established to independently review and advise upon the City’s expenditure of proceeds generated by the transactions and use tax.
Meetings will be held as necessary to discharge the responsibilities of the Committee.
Membership
The Committee shall consist of five (5) members appointed by the City Council at-large.
Term
Each Committee member’s term shall run consistent with the general municipal election and shall be for two (2) years from January 1 to January 1.
Mobilehome Park Committee
Staff Liaisons: Jennifer Crawford, Rent Administrator / Kellie Whitt, Code Enforcement Officer / Representative form the Sheriff’s Department
About
The goal of the Mobilehome Park Committee is to help improve the quality of life in mobile home parks and to review and provide an open exchange of information on matters concerning mobile home parks in the City of Yucaipa.
Meetings are held semi-annually.
Membership
The Committee is composed of eight (8) members (five (5) members will be Yucaipa mobilehome park residents under rent control and two (2) Park Owners or Owner Representatives, appointed at-large, and one (1) industry representative). Mobilehome park owners or owner representative need not be residents of the City of Yucaipa.
Term
Each committee member’s term shall run consistent with the general municipal election and shall be for two (2) years from January 1 to January 1.
Public Finance Authority Board
Staff Liaison: Benjamin Matlock, Deputy Director of Community Development/City Planner
About
The Public Finance Authority (PFA) Board will be responsible for implementing the Infrastructure Financing Plan for the EIFD (Enhanced Infrastructure Financing District) and the PFA is required to be established by the City Council at the same time that the Council adopts its intention to form the proposed EIFD.
Meetings shall be held on an as needed basis.
Membership
The Committee is composed of initially three members of the City Council and two public members. If another taxing entity wishes to participate in the EIFD after the initial formation, the PFA membership will be revised to include members from the new entity in accordance with the resolution.

Each committee member’s term shall run consistent with the general municipal elections and shall be for two-years from January 1 to January 1.
Trails & Open Space Committee
Staff Liaison: Fermin Preciado, Director of Development Services/City Engineer
About
The goal of the Trails and Open Space Committee is to provide recommendations regarding the preservation of open space in the City of Yucaipa and the expansion of the City’s multipurpose trail network. The Committee shall act in an advisory capacity to the City Council in matters related to acquisition and maintenance of public open space and the implants directive related to the City’s Master Trails Plan.
Regular meetings are held on the 1st Tuesday of each month at 6:00 p.m.
Membership
The Committee shall consist of nine (9) members. Any resident of the City, as well as residents in an unincorporated county area adjacent to City Boundaries, shall also be eligible to serve on the Trails & Open Space Committee.
Each member of the City Council may nominate at least one (1) person for membership. Members shall be appointed by a majority vote of the City Council.
The Trails and Open Space Committee shall appoint one (1) member to serve as a liaison to the Crafton Hills Open Space Conservancy.
Term
Each committee member’s term shall run consistent with the general municipal election and shall be for two (2) years from January 1 to January 1.
Vector Control Committee
Staff Liaison: Trevor Benson, Public Safety Manager
About
The goal of the Vector Control Committee is to oversee vector control services in the City of Yucaipa. The Committee shall act in an advisory capacity to the City Council in vector control matters and issues regarding rural, commercial and recreational animal raising and agricultural activities and the review of the annual manure management plans submitted for each ranch.
Meetings are held on a monthly basis on the 4th Monday of the month at 4:00 p.m.
Membership
The Committee shall consist of eight (8) members:
- Two (2) representatives of the poultry industry
- Two (2) staff members
- One (1) cooperative extension farm advisor
- Three (3) members of the general public
In addition, the Council may appoint two (2) non-voting Councilmembers to serve as liaisons to this committee.
Term
Each committee member’s term shall run consistent with the general municipal election and shall be for two (2) years from January 1 to January 1.
Youth Advisory Committee
Staff Liaison: Sarah Valdepena, Community Services Recreation Superintendent
About
The goal of the Youth Advisory Committee is to empower youth, create opportunities for their input into community projects, programs, and events and enable them to have an influence and impact on issues and decisions they care about. The Committee shall act in an advisory capacity to the City Council in policy matters pertaining to youth.
Regular meetings are held bi-monthly on the first and third Wednesdays. Meetings are typically held at 6:00 p.m. at City Hall.
Membership
The Committee is composed of thirteen youth members and two City Councilmembers (to serve as non-voting liaisons). Members must be residents of or attending schools in the City of Yucaipa.
Terms shall be for two years from September 1 to September 1.
Commissions
Park & Recreation Commission

About
The Parks and Recreation Commission’s primary responsibilities include:
- Recommend policies and procedures to the City Council for the operation, use, and management of all recreation activities, facilities, and parks
- Recommend policies to the City Council for the acquisition, development, and improvement of City parks and recreational facilities
- Acting in an advisory capacity to the City Council in all other policy matters pertaining to the Parks and Recreation Commission
Regular meetings are held on the 4th Wednesday of each month at 6:00 PM.
Membership
The Commission is composed of six members (five members appointed one by each City Councilmember and one student member appointed by the City Council as a body, upon recommendation of the remainder of the Park and Recreation Commission) that must meet the same qualifications as members of the City Council as described in Government Code Section 36502(a) for the City of Yucaipa or an unincorporated community adjacent to the City.
Term
Each commission member’s term shall run consistent with the general municipal election and shall be for two-years from January 1 to January 1. The student member serves a single ten-month term, from September through June.
Planning Commission
Staff Liaison: Ben Matlock, Deputy Director of Community Development/City Planner
About
The Planning Commission’s primary responsibilities include:
- Preparing and making recommendations to the City Council regarding the City’s General Plan
- Considering and making recommendations to the City Council on land use and Development Code changes
- Reviewing and acting on subdivisions, variances and use permits
- Considering other policies and programs affecting development and land use in Yucaipa for final City Council action
- Reviewing and making recommendations on individual projects pursuant to the provisions of the Development Code
Regular meetings are held on the 1st and 3rd Wednesday of each month at 6:30 PM, as needed.
Membership
The Commission is composed of seven members that are either residents, property owners, or business owners of the City of Yucaipa. Each commission member’s term (at-large and individual Councilmember appointments) shall run consistent with the general municipal election and shall be for two-years from January 1 to January 1.

The Finance Committee’s primary responsibilities include reviewing the financial operations of the City. Meetings are held on an as-needed basis.

The Committee is composed of two members of the City Council.

Local Appointments List
The Local Appointments List is prepared to comply with the requirements of the Maddy Act, California Government Code 54972 et seq, to insure that citizens are aware of the opportunity to apply for future appointments to various City Commissions and Committees. The Local Appointments List indicates a list of appointive terms with the name of the incumbent appointee, the date of the appointment, the date the term expires, and the necessary qualifications for the position.
