Community Development Block Grant (CDBG)
Each year the San Bernardino County Community Development and Housing Department (CDH) releases a Notice of Funding Availability (NOFA) for the following program year which begins July 1. As a participating city, the City of Yucaipa receives an annual allocation of funding based on the latest U.S. Census data, considering poverty levels, overcrowded housing conditions, and population figures. These funds are designated to support projects that provide decent housing, create suitable living environments, and expand economic opportunities, particularly for low-to moderate-income individuals and communities.
Annually, the County seeks applications from eligible entities, including cities and nonprofit organizations, capable of delivering public services or capital improvement projects that align with the goals outlined in the County’s HUD Five-Year Consolidated Plan.
Examples of eligible activities include:
- Services to Battered and Abused Spouses
- Childcare Services
- Senior Services (e.g., daycare programs or subsidized meal programs)
- Handicapped Services
- Health and Mental Health Services
- Legal Services
- Employment Training
- Food Banks
- Transportation Services
Each year interested non-profit organizations must apply through the County of San Bernardino for Program approval and funding eligibility.

In 1974, the federal government enacted the Federal Housing and Community Development Act. Title I of the Act combined several funding programs into a single program called “Community development Block Grant” (CDBG). The CDBG program funding is administered by the U.S. Department of Housing and Urban Development (HUD), which provides communities with financial resources to address a range of community development needs for income-qualified areas and/or households.
San Bernardino County receives annual CDBG entitlement funding as an “urban county” and is responsible for implementing a CDBG Program for the unincorporated areas of the County as well as cities and towns that participate in the County’s CDBG Program.
The City of Yucaipa, through a cooperative agreement with the County of San Bernardino, receives a formula-based allocation which can be used to fund both public service programs and infrastructure improvements. Public services programs are capped at 15% of the total funding allocation.
Examples of CDBG-funded activities in Yucaipa include sidewalk improvements, public facilities improvements, youth services and recreational scholarships, adult literacy programs, support services for victims of violence, and case management services.
