Pavement Management Program
Every year the City of Yucaipa (City) adopts a Pavement Management Program (PMP) Update. The PMP is a systematic approach the City uses to manage and maintain its road networks. This year’s update is a little special because it includes a Citywide recalibration of road conditions based on a scientific study that included testing and analysis of pavement conditions using specialized equipment. A recalibration study takes place every 5 years, and 2023 was the most recent recalibration the City performed.

What is the PMP?
The PMP is a systematic approach the City uses to manage and maintain its road networks. The City develops its PMP by evaluating and testing the condition, or quality of the existing streets and uses that information to prioritize roads for maintenance based on available funding. The goal of the PMP is to ensure paved streets are in a safe and smooth condition over their lifespan.
What goes into developing the PMP?
- Inventory and Assessment: This involves testing and collecting data on the condition, age, and characteristics of the pavement network. Various assessment techniques such as visual inspections, pavement condition surveys, and pavement performance modeling may be used.
- Performance Evaluation: Analyzing the test results and collected data to assess the current condition of the pavement, identifying distress types (such as cracks, potholes, rutting, etc.), and evaluating their performance over time.
- Prioritization: Determining the priority for maintenance, rehabilitation, or reconstruction based on test results and factors such as pavement condition, traffic volume, economic analysis, and available funding.
- Maintenance Strategies: Developing strategies and schedules for routine maintenance activities such as crack sealing, patching, and resurfacing to prolong pavement life and prevent further deterioration.
- Rehabilitation and Reconstruction: Planning and implementing more extensive treatments such as overlaying, reconstruction, or rehabilitation for pavements that have deteriorated beyond the effectiveness of routine maintenance.
- Budgeting and Funding: Allocating resources and funding for pavement management activities based on the prioritized needs of the network.
- Monitoring and Evaluation: Continuously monitoring the performance of the pavement management plan and adjusting strategies as needed based on new data, changes in traffic patterns, or budget constraints.
A well-developed PMP helps the City make informed decisions to optimize the use of limited resources while ensuring the safety and reliability of the road network for motorists.
