How to Apply?
Applicants shall submit the Zoning Clearance Application via the Yucaipa Permit Exchange online application portal.

Before You Apply
Before making significant business commitments, you may want to contact a planner in the Community Development Department by calling (909) 797-2489 ext. 224. A planner can tell you about zoning regulations for the property in question and proposed business operations, as well as any other requirements you need to follow in order to conduct business in the City of Yucaipa.
Note: All businesses must comply with all applicable City, County, State, and Federal laws and regulations, and some businesses may need more than a Zoning Clearance.
What is the Purpose of the Zoning Clearance Process?
ALL new business establishments are to submit for a Zoning Clearance review to 1) ensure that the proposed use is allowed at the subject site, 2) determine if any permits are necessary prior to occupancy, and 3) determine if any other elements may be relevant to the business operator before they open.
In lieu of an annual fee requirement required of the previous Business License process, new business owners will now complete this one-time application process. They will also be provided an Economic Development Resource Package that will include support for new businesses, the process for grand openings, links to discounts with the Chamber of Commerce, and information on how they can also be included in the City’s Local Business Billboard Promotion Program, among other benefits.
What Happened to Business Licenses?
To provide a better customer service experience, the City removed the universally applicable annual Business License requirement in 2024.
Per the Municipal Code, a business license is still required for specific types of business including but not limited to sidewalk vendors, food truck operators or message therapy and massage establishments.
